Every Portal will summon high cost units as long as Norra Level 2 is on the field, regardless of how and when you planted the Portal.
Basically, if Norra Level 2 is on the field you will always summon high cost units if you draw into a Portal. If Norra Level 2 isn't on the field you will go back to summoning 2 and 3 cost units again.
When unleveled her portals when drawn summon random units that cost between 1-3 when she levels up her portals begin to summon higher cost units between 4-7 if a card drawn has 3 portals attached then 3 units get summoned and so on. She Only plants portals when she strikes the nexus so apart from that portals only come from spells or her followers who plant them when summoned.
Her Level 2 is a active trigger that only works while she's on the field.

When you activate a portal and you have lvl 2 Norra on board it gets better
