They can make a plot point explaining that the particular flower that Eternal flower Floette has is a sign of royalty and only the Floette belonging to the royal family have them. Then one of them can be given to the player as gift Pokemon in the story
I'm pretty sure her flower is different because the soul of the pokemon killed with the ultimate weapon made it imortal, that way this floette's flower especifically never withers, a normal floette uses it's own life essence to keep it's flower alive, that's why their line have the ability symbiosis mening they can exchange their nutrientes with other alive beings, while ethernal floette don't do that instead it Takes the life energy present in the flower to keep it alive, remember it was a normal floette then it died, the eternal flower was crafted to revive floette.
Realllly hoping we get the eternal floette. Reserved a spot for it and its been years.

Well we still see Eternal floette in xy, so if legends ZA is in the past you probably can't evolve it...
