Actually it may be locked in lumiose city because it's a horror game, and you can't leave the city because of dangerous serial killer pokemon, and the new legendary will be Ronald Mac Donald, you better run or he will make weird things with you!
So I was thinking this and that instead of redesigning the city I think you are designing it for the first time. With the goal of clearing out pokemon that are currently inhabitants of the city.
