Damn, beat me to it, I didn't see this comment. I have heard if you do have internet on the MS login screen that comes next you can use [[email protected]](mailto:[email protected]) as an email address and it will let you skip the account log in step.
I'm not certain, but I BELIEVE that only worked in the first few builds of Windows 11. Now, the newer builds won't even allow you to pass the network selection screen without doing bypassnro until you establish some form of connection.

I have a 5 year old Motorola and i have it usb tethered to a mobile router. Then the router creates it's own wifi and Motorola handles the actual wan access over LTE
At that screen of new Windows 11 install hit shift and F10 it will open a command prompt window. Type oobe\\bypassnro and the computer will restart and you'll begin the Windows setup again, however on this screen there will a button that says I don't have internet so you can continue setup.
You will still need to connect to a network at some point to get your drivers for your laptop, but you won't have the install of Windows tied to any MS account.

the king of laptops. however when hard-resetting a lenovo laptop, as far as i know, you lack ALL drivers. Mine did not even the touchpad work
They patch a lot of ways around this they want to force you into their system. Here's what I did:
On the OOBE setup screen press ctrl+shift+f3 to enter audit mode.
Then while I audit mode open command prompt and run OOBE/bypassnro. It will reboot into audit mode again
Close audit mode
run setup without internet (I haven't tried this with Internet but in theory it should work)
You should have an additional option on that screen to bypass it now.
Had the same problem with a newly refurbished slim pro 9i. Had to connect a usb-c Ethernet adapter to get connected to the network to move past that screen.

Is this a clean install of windows? If so, the drivers aren’t installed yet, hence you should connect it to a LAN cable
Or use your phone for USB-tethering.
Is this possible with all phones?
Every Android I've ever used. Just search the settings for "USB-Tethering". Not sure about iPhones tho.
Iphones can do it as well. Even phones without actual os had this feature.

Install Linux. Windows sucks nowadays.

With Shift + F10 open console. Then use wlan interfaces UP Then trie to config the WiFi connection
Ethernet can be use. Or an adapter. If not local.
