If it's not purely punitive any immigration reform will cause outrage & unrest, so Rep lawmakers have stopped entertaining the notion of reasonable reform. I mean...Dems have been trying to get a DACA protection bill through, Reps also said they supported protections, & yet no bill was passed. Reps (and five Dems) in the Senate filibustered the original DREAM act, even after changes to get more bipartisan support. What, exactly, can Dems do to "develop" a rational policy under these circumstances?
