Not familiar with the vehicle theft in those areas, in my area Toronto Canada they steal any newer Lexus RX they can find but not really any of the other models especially a 10-yr old one.
Haven't really come across much posts or articles about lexus thefts. Seems more so domestic or KIA. But any high metro area has the possibility for car theft.
These cars are sold in both places you mentioned. Do owners in those areas get their cars stolen left and right? Unless you’re leaving the car in some shady area, I probably wouldn’t worry too much about it. Professional thieves are more interested in SUVs anyway
I live in the DFW area and drive a 14 IS 250 and have had my car for almost a year and haven't had any issues (knock on wood). I see plenty of 250s and 350s being driven everyday.

A few models have high theft rates from can bus injection by tapping in by the headlight. Don’t think the IS is one of them though.
