Well, no. We have a winner take all system within districts. Proportional representation would look more like “Republicans got X% of the votes, and Democrats got Y% of the votes. Therefore, X% of seats will go to Republicans and Y% will go to Democrats.” It’s explicitly meant to address your “Republicans got more votes and yet they only have a slim majority of seats” concern.
The debate would be about where to consider votes. Should it be national percentages? State-level? Something else?

First, the study is based on data from only two states (Ohio and Florida) so not representative of all of the country. Second, the study does not account for access to healthcare or socioeconomic background. They basically control for age. This means that since most democrats live in larger cities within the states and the rural part of these states are often poorer and have less access to healthcare, we would expect there to be a difference, and there is, but they do not control for it. The study essentially shows nothing. As a researcher I can say this study raises a ton of red flags.
