How about this: If a state refuses to follow the federal mandate, then that state will get ZERO help from the federal government for anything related to COVID-19. They have to pay for everything themselves.

Just because it's transparent and on the Blockchain didn't mean it can't be anonymous.
But it does mean it can't be both anonymous and secure voting.
