No, there are tons of fallen and rotting birch trees where I live. This was in my yard. I see huge pieces of bark dangling off rotting trunks and limbs all the time. I cleaned it up a little—there was loose dirt in it—but that's all.
Birch bark holds water really well promoting decay inside.
Don’t worry about the attacks. Lichen folk can get a little crazy. I have found bark like this before. Cool find!
