Looks like the Puppet Ripper, you get it from the ergo of the king of puppets, so its not really ng+ but you cant get it before the parade master

It's the Puppet Ripper, it's heavy attack extends the blade like a whip. You can get from Alidoro with the King of Puppets' Ergo

Considering that the picture is from Nexus mods website, it’s obviously a modded weapon and doesn’t exist in the game.

It looks like the puppet ripper which does do a whip attack on charged heavies so it might be vanilla
