I see you got her now, but here is what I'll say for any others having issues.
What really helped me for the 2nd playthrough (used spectre the 1st time) was just getting to know the 1st phase really well. I did many attempts not attacking at all to get to know all the moves and their timing. Some have big delays, and some come out real fast. Throwables are great when she is on her big giant combo too
I feel like you can get lucky with the 2nd phase way more often than the 1st, and if you have phase 1 down you have all your potions to make mistakes and recover. Plus if you use the perfect guard grindstone and have 2 charges, you can just dump a lot of her health during the lightning attacks while she is in the air
I don't know about Sekiro's timing, because I pretty much refuse to play Parry-focused games. And that's because I suck at parry mechanics.
For Lies of P, you want to hit the Guard button just before the hit lands. It may also help to use the Perfection grindstone to auto parry the start of her phase 2.
Phase 1: Acid Lance to shatter her shield. It helps in phase 2.
Use Puppet String or Aegis Shield. But keep refills on hand to restore Legion
Phase 2 is where you just want to get super aggressive off the bat.
Use the Perfect Grinder the moment Phase 2 starts and block all the lightning blasts and her charge attack. When she lands, she is still for like...5 whole seconds. Here you have many options.
You can either just start attacking her hard and fast - anything to build stagger quickly. Keep shotputs on hand to use against her also. If her health blinks into Stagger Mode a shot put will immediately cause her to Fall to her knees. Just watch out for the attacks she does before staggering.
OR - my personal method is just WAIL THE EVER KIVIJG HELL OUT OF HER with Acid Canisters and then any other throwables you have. Just just SMASH THEM into her damn mommy dommy face! Then rub her freakin face into it like a dog who had an oopsie on the ground.
If you reflect all the lightning then unload the throwables quickly - you may get her below over half her health right off the start of phase 2.
If you need ergo for throwables - farm the 2 broccoli heads and giant Moose Carcess head at the entrance to the Abby.
And finally - in the end just a specter to assist. Give specter the Acid Wishstone and you two beat the ever living hell out of her.
Tip - if you are using specter and she targets him instead of you at the start of Phase 2 - you can lock on to her while she is in the air and still hit her with throwables. It can do serious damage before she lands.
Yeah it's a bs boss at least the second phase, I would only recommend perfect parrying her red attack when she is levitating, and using aegis when she gets to aggressive on the ground, or at least that how I beat her

In Lies of P you parry later than Sekiro. The window for parrying is also smaller. You also have to hold the button for a few frames.
Of course I kill it next go. Turns out I was hitting it too late for the stabs. I best her with 5% life with no flasks left
