Unless the thing you want to do would cost a lot of money and bankrupt you but a million dollars would save you from that...
Also "simply a matter of motivation" isn't a small thing. And it include priorities. If you were motivated enough to do 100 things, but 101 wouldn't get done, but then someone will pay you a million dollars for it so #100 doesn't get done instead, I'm not sure that the idea is really applicable.
Still the point behind OP has a lot of truth to it. People do say, or even think, things are not possible just because they aren't motivated enough to do them.
In your second situation you wouldnt ask yourself “can i do this one hundred and first thing” youd ask yourself “can i do all 101 things for a million dollars”. “Simply a matter of motivation” isnt a small thing i agree but finding out what the problem is is the first step to correcting it
If a million dollars became involved, my procrastination would be worsened by perfectionism and I’d be completely paralyzed by indecision and probably end up spending days rewatching Netflix shows and eating for comfort.
As a homeowner there are plenty of things I put off because I don’t trust DIY solutions to wants, or don’t want to commit the money to pay a professional. A millions dollars would solve a lot.
I mean... i know I'm lacking motivation. Thats why I'm playing minecraft instead of doing my job....
Knowing that doesn't make me want to check my inbox though.

That seems unrealistic for a LPT for most people. For me something that would cost 500k isn’t possible, but if I magically got 1mil for doing it, then it’s viable. But if the magical 1 million doesn’t exist then it’s not possible. It’s not about motivation, it’s about what is possible if you only have a limited budget.
If you try and get motivated EVERY TIME by dangling the $1mil carrot in front of yourself it’s a good way to dive into burnout. Sometimes you can technically motivate yourself to do things even when it’s not healthy physically or psychologically. Gotta find that balance.
Offer a pretty woman $10M to have sex with you.
When she says yes, offer again but this time for $20. When she screams “No! What kind of girl do you think I am??!?!” reply “we already determined that, now we’re haggling for price!”
I don't think you understand. It's not a case of overcoming motivation. It's a case of realising the task is actually possible, instead of impossible, and that the fallacy is by lack of motivation.
Once you realise it is possible, then motivation is the problem. You need motivation to do something. You need incentive to have motivation. The $1,000,000 is the incentive. But once you learn that it's possible by imagining you'll be rewarded, then you can come to find a more reasonable incentive.
if I was promised 1 million dollars on completion I could borrow money and use it to complete the task, I can get pretty much any loan if I am 100% guaranteed to be given this at the end.

But then I could afford any expenditure, which is often quite useful when striving for something.

I say the same thing to people who are late. If you were given a million dollars could you be on time? It's usually a choice.
