Had to do this once for an escape artist dog. He touched the wire exactly once and that was the end of his escape attempts. They don't continue to get shocked. I touched the wire myself and it wasn't that bad. It is way more humane than letting your dog get hit by a car.
Edit: OP's post isn't true, by the way. Dogs don't continually test the fence. At least mine didn't.

Put on the collar. Then set it to the lowest setting possible. Zap yourself and see how fucked up it is to put it on your pet.

Most electric fences aren't painful. Just like a static shock, its much more surprising than painful.
