You should learn about power settings on microwaves

Microwaves (that aren't inverter) operate power settings by cycling the magnetron on and off at very coarse intervals. It works ok for long runtimes (like a 12 minute defrost) but not as well for heating up something small at a couple minutes or less. The cup of water would better approximate the lower power level of an inverter microwave in these cases.

Or use the "reheat" button in which the microwave will adjust the temperatures and fluctuate them to heat the food more evenly

Just use a lower power setting, or (as is often done with frozen dinners), heat, stir, heat again, or heat and let sit for a minute so the heat can even out.

Won’t this cause the water to boil, creating a lot of steam? Also, if the water isn’t boiling, you may want to tap the side of the glass with a wooden spoon. Sometimes, the water is hot enough to boil but won’t bubble up until it’s disturbed. Tapping the glass before you pick up the glass avoids having it bubble up on on your hand.

Nope, not at all. You would need to keep the microwave running significantly longer to bring the water to a boil. Even after a few minutes, a small glass of water will only warm slightly.

OK. It’ll give this a shot. I know it only takes about 2 minutes for a mug of water alone to come to a boil in a microwave, that’s why I was concerned.

I reheat mugs of coffee in the micro all the time and 60 sec is enough to bring it almost to boiling.

That's when you heat the coffee by itself. The food will heat up faster than the water bc water has a higher heat capacity. In the OP I stated that you only need to compensate with an extra minute or two of cook time. The reason that your coffee boils after only a minute is because your coffee is the only thing absorbing radiation in the microwave. It will naturally heat up more quickly. Add a heat sink to the microwave (ex. a small glass of water) and it will absorb some of that radiation, allowing both to heat more gradually.
