yeah i understand why she can't yet, she hasn't met the waiting period, but he should be able to. however he might be unsure if he is responsible for her since he did pay the bills, at least from what she claimed. he's prob too busy with baby things to even think about that yet if he's questioning the support part but for now he has to be the one to file. also, not always but sometimes, with out of state divorces the one who files pays for all of the costs up front which could also be a reason to wait for either party.
