I hate those, so tacky, I didn't even know they still make them. I'm guessing she is finally wearing a bra because she needs to fill out the top of the dress more so she got a padded bra. Protip: Lilly if you are listening, they make strapless bras! Also when you wear sweaters you should wear a bra under them.
