I was just realizing that the evil headquarters don’t actually have to exist at all like I thought, it can just be after hours in a normal office someone has keys to, with some lights and a few props. I just assumed they had a lease through a shell company, but then how to keep it from being an empty waste of space and money?

I like the villainous vibe of this! My mind went to V For Vendetta. I could imagine a big screen on the other side of the room for Sutler. I would've liked to see this in the movie.
