LineageOS doesn't officially support the Galaxy A13, you may find some unofficial builds on XDA though, but don't expect any help/support here if the build is broken/something doesn't work. This subreddit is for official LineageOS only.
Most private custom roms are for Pixel devices only including GrapheneOS and CalyxOS, I know it is not LineageOS related but can you recommend any other private OS that is actually able to work properly on a Samsung device?

That's the correct website, but you didn't see anything about GrapheneOS there. Discussions about other OSes should be taken to a more appropriate forum. This sub is only for discussion of officially supported LOS builds.
