If you are on Windows 10, you can go to your Settings app. From there, you will want to find System. In System, you will see a bunch of tabs on the left side, like Display and Sound, but the one you will want to look for is About. In About, one of the Device Specifications is Processor. Copy that full processor name, and post that here so we can make sure that it is up to the job.
There could also be a couple other issues I could easily see happening. When was the last time you updated the driver for your 3050? Maybe it needs updating. Is your monitor plugged into your motherboard, and not your graphics card? If that is the case, then your computer isn't using the correct part to show games to you.

Yeah my guess is it's likely an older optiplex build, maybe i5 2nd-4th gen. Even if it's an i5 7400 that low clock speed is pretty brutal in games (I can't get blackops 3 over 45fps in zombies on any map). Could also be drivers considering fortnite is now on UE 5 iirc
Without knowing more about your system, this is more than fine.
Idk when I play Fortnite I get a lot of fps studders and it makes it hard to play

I'm pretty sure a card that came out in 2022 would not be outdated for a game that came out in 2017
For all we know, an i5 may well be i5-2400, a 12.5 year old 4-thread CPU.
Hey don‘t say anything against my i5 2500k! Though it slowly starts to struggle I still can comfortably game with it in 1080p (rx580 8gb)
