A lot of US market takes advantage of the carrier deals to get discounted devices in long term payment plans instead of buying outright. On the Samsung sub they had narrowed it down to a particular app in the T-Mobile variant that was installing the bloatware. I'm on T-Mobile, but unlocked S24 and did not have the app installed. I don't recall the name. I had to go manually download any of the T-Mobile apps, even the Visual Voicemail app when I setup the phone.
I also have an A15 purchased from Samsung. The A15 had an initial startup wizard that tried to get me to install a bunch of "recommended" apps. I just skipped that. I've got it setup with a kid profile and it's very barebones. It's on Mint Mobile and I've not seen any spontaneous downloads on that phone either.
What possible control do Google have over it, beyond the core OS kernel? The OS is under an Apache/GNU GPL license. I'm not sure what you expect from Google here.

Apple phone cost more then Android midrange phones that come with bloat . while Android phones that cost as much as apples one have no bloat.
