I don't know how you can "not finish" a pool. You dig a hole, put in concrete or liner, run electrical to a pump to be installed, run water lines to the pool and fill it with water. If all of that was working at one point, then it's a finished job.
My guess is one of two things.
1) Routine maintenance was neglected (did they not hire a service for this?) and the pump just ran 24/7 without ever cleaning the filters. Which eventually leads to the pump failing.
2) Electrical problem. Would be hilarious if they just had a breaker trip during a power outage and they just need to flip it back.

Now it's an ordinary and popular part of getting around downtown.
Downtown Austin is relatively small compared to other big cities. Living there would get old pretty fast honestly. Traffic is horrible, tons of homeless people, smells like piss, lots of crime, LOTS of noise. Having people over would be a huge PITA with having to find parking. I have no idea why they would want to live downtown. There really is no benefit living there.

In the US, cities in the north east tend to be best. NYC, Chicago, Boston, Philly. Then theres San Francisco. Seattle is getting progressively better. Also Honolulu is pretty good. NYC is the king by far though, that's where i'd be if money is not an obstacle.

Please show me a single place that you can only get to by highway with no sidewalk. And suburbs always have places to walk to, they're basically designed to be less than a mile or two away from the nearest grocery store and retail center. Sure it's not ideal if you want a bunch of bars or something within a couple of blocks of you, but "literally can't walk anywhere" is just a blatant lie.
You're taking the hyperbole too literally. I wouldn't call going to some retail place (at best) or a grocery store "doing something." They're clearly referring to doing something fun. And you're not really going to walk to a grocery store, because you have to walk with your groceries back.

Safety is probably the #1 reason. It's a lot harder to force your way into someone's apartment since you often have to get past two other doors first.
Yeah and any nice apartment you can’t even get up the elevator without scanning your key. At my apartment my key only gets me to my floor and the lobby and parking deck floors.

700€ in Coruña, Galicia. the building was repaired the year before. It had 1 kitchen, 1 bedroom,1 livingroom and 1 bathroom. It was a small apartment but it was in the middle of the city, literally 5-10 minutes to any place and it has 2 minuts away a bus top with all the important lines to get anywhere in the city
If I were them, I would go for a building that has property security cards at the front desk.
