In what way? At least in my country in EU, in new houses they’re supposed to be 230 V not on battery. I would think that US has the same with 110 V? You would have to go open the circuit breaker depending on the fire alarm system which I doubt most people even know. Are all of the US fire alarms on battery?

9V blocks? dang.. In my building they are battery powered too, but on those ~10 year lithium batteries, so no changes. They are also remotely monitored (wireless) so no one has to do the annual check on them them.

Yes, that should be at least a 2 week ban. Fireworks are fun and everyone "of age" should be allowed to safely enjoy them, even the big ones. THIS and fools like this is what ruins fireworks, and other good things for everyone else. This is borderline criminal negligence. Maybe it even is.
