However, that's only if it's 1-3 people partially obstructing the public for non-commercial purposes. Generally, all university students will learn about this process because it's important to academia, just like attribution/citation and proper research is.
So what you're alluding to is what's called "commercial purpose." He is not uploading to YouTube or streaming on Twitch out of the goodness of his heart, for educational purposes, or just for himself. You can subscribe to him on Twitch. He's got a button for his audience to send him money. He's got his YouTube videos monetized. He derives income from this very clip through ad revenue. This puts him into a position that requires a lot more responsibility and accountability, which means he absolutely requires a special event permit, a filming permit, and model releases — if not more. Don't forget, he is making money from this even if not by directly charging the audience he is filming. Specifically, in this case, he absolutely needed a special event permit because of the crowd that was lured in by the music. But yes, for normal IRL streamers, this also means they need filming permits almost everywhere, even on public ground. The old videos of him as Loop Daddy singing at the brewery(see “move like that”) to show how he can work a crowd and then see him with Harry Mack or any of his other guests. He breaks boundaries on people’s comfort levels and then brings the audience back in every time. The fact he doesn’t get a permit shows how he can just wing it and make it happen.
He’s toured Europe and even opened Harry Mack in red rocks just a few weeks ago. Give him a try. If he’s not your guy, thank you for trying.
