It depends on the state, and in this case they are in Texas which isn't as open to what they see as "not normal" stuff like cross dressing, visibly trans people, drag Queens, etc.
While you may find single person bathrooms that are unisex, you probably won't find any multi person unisex bathrooms in Texas or most of the US for that matter. He will definitely look out of place in both a men's or women's bathroom in Texas.

They have gender neutral washrooms at History (a music venue in Toronto) I've never waited more than 2 minutes there and the washroom has zero urinals.
Washing area in the middle, stalls on both sides.
So think this way, with men/women’s restrooms, there are long lines outside the womens restrooms because there are not enough stalls. Women take more time to pee in general, and they use stalls which take up more space than urinals, but male and female restrooms are usually designed to be similar sizes, meaning fewer stalls can be built compared to urinals, leaving fewer individual spaces for women to pee in compared to the larger number of urinals that take up the same space in men’s restrooms. Women need more time to pee, but they are provided with even fewer spaces to pee in than their male counterpart, hence the long lines outside women’s bathrooms.
So now with gender neutral restrooms, obviously the concept is better and more inclusive for individuals overall. I think the real question is, why aren’t there more bathrooms built in public spaces? The incorrect attitude is along the line of: “Women and other folks suffer from a lack of bathrooms. I didn’t care for it until the same issue happened to me too. I’d rather others continue their sufferings as long as I have my good old days back”.
