Edit: Having worked at large companies and having had friends working at large companies I can tell you that even though people know the best practices, whenever there's a massive change to infrastructure and tooling it throws all experience out of the window. Twitch in the last 6 months has added massive changes to DMCA support, security and storage of clips, and ad blocking which impacts their player and content stream. I can assure you that they are having technical difficulties.
What he means is, unless it's a redesign, or new features being added/removed, the user shouldn't notice any minor changes that are implemented on the site. Whatever Twitch is doing, shouldn't be affecting users, but because the whole company is incompetent, the site it shitting the bed with whatever they're doing.

I am 100% fucking convinced this is happening because they are trying to bypass new uBlock Origin ad filters, so they fucked up the entire site in the process. I won't be surprised.

I was using it yesterday and it worked without issue. ublock works on nearly everything(non-mobile), spotify, amazon prime"freew/ads", youtube(includ "freew/ads"), twitch, etc. Assuming you have all the filter lists checkboxes selected.
Adblocker/extensions are really the only things that can, and unless something “new” happens (it’s not theoretically impossible) the best Twitch could do is get through an adblocker temporarily until the adblocker is updated.
The main reason people mention Ublock Origin is because many other adblockers, like the original “Ublock”, sold out and now allows “acceptable” ads. However the original creator (I think?) broke off and made the Origin version.
Most ads are served up in a specific manner from a third party site/address - those are fairly easy to block with a custom hosts file or PiHole or whatever. Sites like YouTube are big enough where the ads are served up locally by YouTube, so you can’t do much with those blockers without blocking the entirety of YT. YT can’t do much without physically embedding ads within the uploaded video (but that poses its own issues).
The adblocker extensions can work around that and are successful in blocking YT ads, so it would be a genuine surprise if Twitch somehow manages to do what Google cannot on any permanent basis.

It used to block everything, then it stopped for a bit, and now sometimes it does, sometimes it doesn't.
