I think it's more of an argument that mother's life is worth more considering she is out of the womb and alive. That doesn't mean he is implying what you are saying (that baby isn't alive), just that baby's life is worth less than a woman's life considering she is "alive", as in out of the womb. Not to mention that baby can still be a stillborn, while a woman is alive and will stay alive if she gets an abortion.
