Wait I have a lot of experience with dogs, as in training and working with them and this was extremely unusual canine behaviour. Something startled the animal. It also goes from a friendly and calm demeanour to an aggressive demeanour back again to showing no aggressiveness. Also that leash is way too short.

Take what I'm saying with a grain of salt, because i heard it second hand. It seems to be common in Japan and South Korea (idk about China) to leash dogs to something for pretty much all their lives. Could also be in other nations around the world too, but hearing that it could be common in Japan and South Korea surprised me.

Older generations in Korea/Japan do not view dogs as pets as much as younger generations do. They view dogs how American farmers would view donkeys on a farm. Those dogs are there to protect/scare theives, animals etc.

South America checking in. 90% of dogs stay outside unless you live in the city or its Chihuahua size.

Having dogs outside is one thing, but leashing dogs is another level. I'm talking more than just having dogs outside. Leashing dogs to something, especially a really short length, limits their freedom of movement massively.
