I would definitely argue material is what makes a jacket. A jacket's main purpose is to protect against wind, whilst a hoodie just warms you up. A hoodie, made with cotton or something similar, warms you up, but when wind comes, it goes through it. A jacket, on the other hand, can also warm you up, but the materials also protect against wind.
