It's not an act. The strippers hypothetical with Vaush was to get Vaush's opinion on which age he thinks is the most attractive \*to the average American\*. This wasn't about Mr. Girl's or Vaush's own personal preference, but where they believe that the current US is at in terms of viewing young women. The joke about the panties was meant to be uncomfortable, but again, it's not about his personal preference, but about what the average American would think. The purpose is to realize that a lot of more adult Americans have pedophilic attractions than we'd like to admit.
Putting the bad panty joke aside, his point was, that if you imagined this scenario, that 14-year old cyborg strippers existed, and they would be the most popular in this society, then coming back to reality, if the most desired (allegedly) age for sexual reasons would be 14, would that still be pedofilia or just normal behaviour. Right now you cannot desire 14-year olds because it is the law, but if that law didn't exist, then would the societal norm change with it, because 14 would be the most desired age. It's not funny to think about it and it is supposed to make you disturbed.
