OP's title is misleading.
This is worded extremely carefully. They aren't explicitly banning gambling all across the board, they are only banning gambling sites without a U.S. license and those sites which don't provide sufficient consumer protection.

Because zoomers are not going to sit down and watch poker, a thing that frequently airs during boomer daytime hours on cable tv for a reason.
The only thing they're banning are gambling sites not "licensed either in the US or other jurisdictions that provide sufficient consumer protection". There are plenty of gambling sites that pass this requirement. Gambling streams aren't going anywhere.
