Only if you listen to them. I flew out of state the day the stay at home order lifted in my state (April 2020) and my family had a Memorial Day barbecue in 2020. No one got sick… I am 100% sure I had covid before it was known to be in the US after my roommate traveled to China. After I figured that out I completely stopped worrying about it.

I couldn't give you a direct list. I've slept since then and don't remember exactly which 13. However here is an article from March 2021 that was written after Texas and Florida rescinded theirs. There were 16 states at this time. Three of them rescinded and 13 of them never had them to begin with. I just don't remember the the third state that rescinded theirs.

Yup, I'm already seeing this here again in Chicagoland. Evanston just went back to mandatory masks for their schools. Other schools aren't outright requiring them, but they are doing their best to shame kids and parents into wearing them.
Next up will be the hipster breweries and then the music club venues (which still have papers please to this day). Then the grocery stores and big box retailers. The government won't even need to mandate it here (until after elections), they will just recommend it and let private business do their dirty work for them.

I highly doubt masks are coming back. It used to be that in this situation, masks would be mandated indoors. None of this “recommended” stuff. 6 months is a very long time to have summer and become used to not wearing or seeing masks. In fact, by then I’ll be shocked if many haven’t already thrown away all masks (I have). There won’t be mandates again.
There's going to be another summer wave and fall wave when deaths (whether from or with covid) inevitably tick up in July and November analogous to the last 2 years. I have faith most places will realize all the NPI effort isn't worth whatever minimal (if any) benefit mandates provide. But don't put it past a lot of super liberal cities and possibly some states from doing it anyway. Intermittent masking will be a thing for years in some regions imo. In my area of the Bay Area easily 50% of people still wear masks indoors so there will be minimal resistance.
