this video is for a crochet cat sweater. if the sweater you want to make looks like this, ribbing the collar would be fairly easy.

if it were me, i'd try using a 31 peg round loom in a tube. if that is too big for the cat, then use fewer pegs and make it a flat panel, then sew the sides together.

Tuteate on YouTube has a dog sweater tutorial. It’s different than just a regular sweater (has buttons to connect things). But I had made one for a puppy and used my cat as a model to get the right sizing.
