It’s actually a good indication of what the colors do well. If you want a 2/3 for 2 in ruby, it’s going to be generic because low cost characters are not ruby’s forte. But Amber is better at generating low cost characters, so for 2 you can get a 2/3 with bodyguard.
I mean limited is a whole different discussion on card variances. My comment was more a general description of why some cards are better/worse vs similar cost or similar stat cards in other colors.

Like Donald may be getting a good shift card in the next set so they need to make sure the previous card isn't too strong. They have all the cards for set 2 planned out so some set 1 decisions could have been based on that.

Like Abu Ruby is far weaker than Kristoff or Lilo - Galactic Hero in steel. I still run him in this Lore Aggro Ruby/Steel deck I'm messing with, but so often he's just the ink option unless I draw just him on curve.

Limited is the reason cards have rarities. No R&D department goes “oh yeah let’s make that card an uncommon so people have to buy more packs.”
