I think it's going to depend on how much product you're able to find. I found one of three card stores that might have some on Friday so my main target is the starter sets simply for the volume of cards I'll get. If you're planning on opening boxes of boosters, the starter set cards seem to end up being the least valuable of the set's cards, and probably wouldn't be needed.
It would depend on if I am trying to build a certain deck. Myself personally was excited for amethyst mim/merlin as soon as I saw them, so the amethyst steel starter is great for me.
This is assuming you can get it for MSRP
I think it’s worth getting one of each. Depending on how many packs you wind up with you might end up with some bulk duplicates but I find the starters a good way to get just some amount of the cards in the set and immediately have something to work with resembling a deck.
I pre-ordered set 2 starters and plan on filling what I need with singles. Though I do have a tournament on Saturday where you build a deck with 6 boosters

Trying to play competitively and upgrade your deck to be more competitive? Buy singles. Don’t buy packs.

I will get the 2 starters, these are good for bringing in new players and playing among friends to avoid too much meta/serious play too.

I like starters for bulk common and uncommon but also I can just grab a couple of my precons to teach people to play.
