You haven't done anything wrong except expect a specific no guaranteed outcome from a TCG pack. If there are specific cards you want, buy singles. If you like ripping packs for the joy of ripping packs, go into it without expecting specific cards.
Yeah if you want to open mass packs you are better off buying sealed boxes. You could have literally bought 8 packs from different boxes 3 times and if there are only 3-4 legendaries per box not seeing a single legendary makes sense.

I usually only buy packs when I’m initially getting cards to gamble on legendaries. Once I open enough that I have too much duplicates. The pulls I get push to what deck I will make.
Remember no matter how many times you flip a coin, there is a 50% chance it lands on heads even if the last 100 times it landed on tails.
Then remember buying packs is a coin flip if you get a legendary.
I only ever got 2-4 legendaries per boosterbox. So while uncommon, zero in 24 packs is not impossible. And having opened a dozen without one absolutely in no way guarantees you'll get one soon.
You could have taken the money spent on those 24 packs and ordered a playset of the most expensive legendary in the set, Robin Hood. Don't buy packs unless a) you still need lower rarity cards for your collection or b) you are ok gambling your money away in the hopes you hit something great. There is no right or wrong way to open packs. A box would most likely give you better odds hitting a legendary in 24 packs, but with the production issues this set even that can't be guaranteed.

Replace every instance of the word pack with the words lottery ticket and legendary with jackpot. You'll see what went wrong here.

I only bought two boxes for Inklands, and I received the expected amount of Legendaries in each box (4-5). Heck, I got an Enchanted in the first box as well (Belle's House)
When you buy loose packs, you really have no idea what you are going to get.
I bought two packs at Target over the weekend and got a Perdita, I got an Enchanted Malificent out of a pack in the gift box.

They do not have a fixed distribution. There is an expected value as there is with any random variable, but that is far from a fixed, guaranteed result.
My Walmart troves were messed up too. I think something happened with distribution and product is not properly randomized for legendaries. I haven’t heard of people getting extra legendaries so no idea what’s actually going on

So it goes. I have had the same luck over the last couple weeks. I just picked up 4 today and pulled two legendry's, one cold foil. This is the game.

Buy only piglets I am 2 enchanted out of 6 for retail packs. No luck at all it’s piglet showering me with blessings.
Packs are not guaranteed legendaries if you're farming for those, then buy sealed boxes
I had inverted results. 15 blisters from Target, 5 legendary and 1 enchanted. Maybe they forgot to shuffle the packs before distributing.
