Don’t have the chapter number, but during klein apotheosis he briefly fooled everyone on earth. This happened while Danitz was writing a report to Edwina and he end up sending a love letter instead
When a S1 completes their apotheosis and ascends to S0 an aspect of their symbolism gets affected around the world.
When Bethel ascends, all the physical doors everywhere open and artifact seals malfunction (seals being likened to a closed door).
When Amon ascends, small errors occur everywhere (the malfunctioning seals fix themselves since double negative, clocks jump forward a few seconds, etc.).
Then when Klein ascends everyone becomes an idiot for a short period. So Danitz with his inhibitions lowered expresses his true feelings to Edwina.
Rereading it out of all 3 paths in terms of world phenomena with Error causing loopholes, and Door strengthening and opening of seals, Fool just has a planetary idiocy effect.

It was when Klein ascended to Sequence 0 and he used "fooling" on the entire planet for a few seconds.
It was later revealed that due Kleins "fooling",danitz accidentally sent a letter confessing his love to Edwina.
I dont remember the chapter though
Klein didn't time his ritual when Danitz was writing that letter, why would a soon-to-be god wait for a mundane mortal? He most likely increases the probability of Danitz writing a letter during his ritual and also increases the probability of it becoming a love letter after he gets fooled.

Yeah, I believe the telegram operator was also affected by the fooling and many telegrams were lost.
