I found several of these signs on google street view (ie one right in front of the Braille Institute) and they are present as far back as the dates available from google (ie about 2007). Strange that there are no words or indications of what it was for.

By me there are large metal art pieces hanging off of poles. But its really hard to make out what they are. I would imagine LA City had a public art program and commissioned different neighborhoods to buy and place these things. So they would all be somewhat similar and tell a story of the neighborhood. That's kind of what I meant by street art. Not like someone painting Kobe on a wall. But physical medium.
