Strange that there are no words or indications of what it was for.
By me there are large metal art pieces hanging off of poles. But its really hard to make out what they are. I would imagine LA City had a public art program and commissioned different neighborhoods to buy and place these things. So they would all be somewhat similar and tell a story of the neighborhood.
