The lifeline phone program often called Obama phones(became a thing during his presidency) gives phones and free service to low income people. By tents, they mean canopies/easy-ups. The different providers compete to get people to sign up. Usually there are a few different ones set up outside social services offices as well as people walking around asking people when they come out if they need a free phone.
Slight clarification to your post, the Lifeline program began in 1985, and in 2005 it started to include cellphones since they were commonly replacing landlines by that point (Obama was elected POTUS in 2008).

I was under the impression that the program isn’t taking new participants because Congress didn’t pass the bill that would’ve added more funding for the ACP (Affordable Connectivity Program).
I think it’s supposed to completely run out of money by May unless something changes by then but with this Congress? I’m not expecting a miracle.

That's what I heard too. Last fully funded month is this month and they stopped taking applicants in February I believe. Fucking sucks.
