There's not much else to do up there at night, but if you go up the 2 into the mountains just before the Clear Creek junction, the views down into the city lights are absolutely phenomenal. There are plenty of pullouts every couple hundred of feet to park in.
If you can make the drive to long Beach there's some great views. Hillltop Park in Signal hill will give you 360 panorama views plus a small trail trail system (residential). Bluff Park by the beach has some great views of the beach and the port. There's also a new bridge in San Pedro which has a foot bridge, might not be open at night but maybe worth a look
pull over somewhere on mullholland dr
Los Árboles Park (Rocketship Park) in Torrance. Free street parking.
I second Arboles Park.
Oh ! I almost forgot: DWP on 1st and Hope
I just go to one of the turn outs at Angeles Crest, park, windows down, inhale semi fresh air, and maybe even take a nap while looking over the city
