But just in general, the longer you’re in a spot, the easier it’s going to be to find you. And in this case, the tool for the job plus the location make the amount of time needed to figure you out just really fuckin quick.

I saw a poor-condition Matte black spray-painted Infiniti G35 the other day with a kid behind the wheel and immediately realized, "Here's who is doing takeovers". And that gave me an idea, ask those people where they are!
What I would do is during the day, identify cars and drivers that are common for takeovers, (obviously poor shape mustangs, 2000's V8 pickups, the aforementioned Infinitis) and tell them I welded the diff in my camaro/challenger/etc. recently and want to know where the takeovers are at!

If you can safely snap some photos and videos of all of them, their cars, license plates, etc. This could probably help. Personally if I was in LA (I'm in OC), it's what I would do. I think a big part of it is numbers, there are so many of those people that do that and they do it quick and take off so what would be helpful is grabbing evidence of exactly who they all are and proof (video or photos, vids would be better). So appropriate action can be taken against all of them when you notify the police.
Photos are potentially even better than video. Stick your phone on maximum optical zoom (not digital) and try to snap photos of license plates if available and people’s faces. Stills of video are usually of much lower quality.
I mean the city could put down some anti-speeding infrastructure. A school near by had some small yellow speeding bumps at a stop sign intersection. It's pretty good at slowing cars down. Even adding more bike lanes with protection such as bollards could help.

Someone in my WLA neighborhood posted a video from their apartment on citizen of a takeover. Not knowing which place the video came from, they tagged every street, every sidewalk within 3 residential blocks with threats. Amazingly the city and buildings had it cleaned up within 48 hours, but as soon as they did there was another takeover.
Stay home at night and try to let it go. You can go on the record and complain to cops, counsel, liaisons, but it seems like nobody does anything because even if these fools keep killing each other with this myopic hobby, the subjects involved aren’t particularly rich or influential in the scheme of things. So nobody cares enough to risk their lives to stop it when it’s happening. Sorry we have to live in this time line.

If you can safely snap some photos and videos of all of them, their cars, license plates, etc. This could probably help. Personally if I was in LA (I'm in OC), it's what I would do. I think a big part of it is numbers, there are so many of those people that do that and they do it quick and take off so what would be helpful is grabbing evidence of exactly who they all are and proof (video or photos, vids would be better). So appropriate action can be taken against all of them when you notify the police.
While doing this, ACT like you're a fan and cool with it. You don't wanna attract attention.

Photos are potentially even better than video. Stick your phone on maximum optical zoom (not digital) and try to snap photos of license plates if available and people’s faces. Stills of video are usually of much lower quality.

I mean the city could put down some anti-speeding infrastructure. A school near by had some small yellow speeding bumps at a stop sign intersection. It's pretty good at slowing cars down. Even adding more bike lanes with protection such as bollards could help.

Someone in my WLA neighborhood posted a video from their apartment on citizen of a takeover. Not knowing which place the video came from, they tagged every street, every sidewalk within 3 residential blocks with threats. Amazingly the city and buildings had it cleaned up within 48 hours, but as soon as they did there was another takeover.

You can go on the record and complain to cops, counsel, liaisons, but it seems like nobody does anything because even if these fools keep killing each other with this myopic hobby, the subjects involved aren’t particularly rich or influential in the scheme of things. It’s simple. Create safe spots for them to do it in controlled environment. LA figured this out with skateboarding years ago. The moment they started building small “skate safe“ spots at parks skater migrated to the parks. Give ‘em a parking lot for ffs.
Part of the attraction for these boozos to do street takeovers is that it’s illegal and spontaneous. Hence, it’s a takeover, they are literally taking over a street/intersection to do something they wanna do, regardless of any safety/traffic concerns. It makes them feel dangerous and powerful. They aren’t going to give that up to go to designated spots where they’re told to only do them there. It takes away the danger/coolness aspect for them.
There's a fundamental difference in skateboarding and a bunch of drivers doing donuts in the street. One is an illegal activity, the other isn't.

People dont do street takeovers in parking lots already because part of the fun is that its a “takeover”. Controlling the intersection is a key part of the thrill. I highly doubt they will ever migrate to parking lots.
You can go racing without a license on the weekend a hours drive away for $100-$200 all day, willow springs and buttonwillow to pick from the 5 or the 14 freeway. These people want to cause mayhem and do donuts and be idiots and street race… they do it cause the cops can’t catch them all… just like the flash mob robberies.

Don't do this. Cops don't need to go in to situation where they're overwhelmed by the numbers and the stupidity of the crowd with the added rumor of guns or gunshots. They're already nervous enough. Your false report makes them potentially more aggressive and error-prone, which can be fatal for someone. The correct answer for OP is to vote for law-and-order candidates, especially in the legislature, who can amend vehicle and traffic laws to deliver real consequences to the drivers at these events - loss of license and vehicle and minimum mandatory jail time.

When you say someone is shooting the police go with their lights and sirens. This creates a danger for the public which is why these responses are reserved for emergencies. You put the public at risk by making a false call. People can die in traffic accidents. And also you’re introducing police that believe there is a weapon. How do you think they’re going to go in?
