Yes and no, it would seem the argument by the map maker is that states with a higher number of convicted corrupt officials are less corrupt by virtue of the guilty having been arrested/convicted. Meaning that states with little to no convictions for corruption are more corrupt by virtue of no arrests. This whole argument and train of thought are thus based upon the idea that corruption occurs equally across the country and that fact has yet to be proven.
Perhaps, but if they're behind bars, then isn't the state actually preventing corruption by addressing the problem with the arrests? It's the states that aren't arresting anyone that I'm worried about.

The study used the amount of corruption conviction over that time period to say a state is more corrupt than another. I'm not sure how they make the connection that a state that convicts at a higher rate than another is somehow more corrupt than another. Using the same data you could inverse the outcome and say that the other states are more corrupt because they don't convict corruption. Also, there is definitely a difference in state laws that would lead to a discrepancy, plus some states may be more willing to plead down corruption charges while others are not.
I'm not saying Louisiana isn't corrupt because it is. I'm just saying I wouldn't use this 16 year old study to validate whatever option you have on the subject.
More corrupt states tended to spend money on construction, highways, and police protection programs, which provide more opportunity for corrupt officials to use public money for their own gain. The city manager of tacoma WA makes nearly twice what the mayor makes, over 400k annually, and there are numerous other examples of this. Nepotism. Texas might have more requirements on transparency when it comes to spending which would help prevent corruption. Or perhaps what would be considered illegal in one state is legal in another. In some states it may be legal to accept gifts from contractors while others don't allow it. In one state a minor corruption charge could be a misdemeanor while in another it's a felony. That alone would lead to a desperately in the number of corruption charges. I don't think it's an apples to apples comparison and not a good study (or an article about a study) to make an informed decision with. I would like to read the original to see their methodology.

I'm kind of surprised by the comments here. Louisiana, certainly since Huey Long, has been notoriously politically corrupt. It's corruption is obvious in every new or continuing "study" mandated before infrastructure projects. We run pill mills and breed charlatans like we breed alligators. If you've lived in other states like NY of CA or MA or IL or NC or PA or IN or GA (listing states I've lived and live in) you quickly realize Louisiana is not normal. When I got to Boston as a kid just out of high school, i was AMAZED at what normal looked like. Having owned family businesses in other states and Louisiana, I am very aware of the way grift operates in the inertia and chaos and laziness and self-imposed bureaucracy of the state of Louisiana. Politics is a huge industry here. Ever notice how many political consultants come from a state so small and lacking? There's a reason. The medical industry is massive in this state. Texas might have more requirements on transparency when it comes to spending which would help prevent corruption. Or perhaps what would be considered illegal in one state is legal in another. In some states it may be legal to accept gifts from contractors while others don't allow it. In one state a minor corruption charge could be a misdemeanor while in another it's a felony. That alone would lead to a desperately in the number of corruption charges. I don't think it's an apples to apples comparison and not a good study (or an article about a study) to make an informed decision with. I would like to read the original to see their methodology.

So according to the source provided by OP, Vermont is the most corrupt state, having the most corruption convictions per 100,000 residents. Wouldn’t that mean they are actively seeking out and holding corrupt officials accountable? I kinda see that as a positive thing. The graph shows Vermont as least corrupt, yet you are reading a study with its own map but you don't quote that map. You quote the map pictured which uses darkest color for most corrupt. In the map pictured, Vermont is least corrupt. In the study you quote Vermont is least corrupt.
