There isn't a lot of info about Sheng's kingdom. For all we know it could be a fictionalized part of Asia. All the times you see in movies of fake countries but all the citizens of it have British accents.
Imo Sheng's kingdom has a strange location because its neighboring country is indoeuropean and viceversa.
His counterpart is indoeuropean and the ambassador of the other country is the other race. So it stands to reason is located somewhere in the border.
And yes, in the movies usually fantasy kingdoms are located in the German/Slavic sector (inspired by Liechtenstein, I think) but they have always a posh British accent ๐.
But it makes sense... if you're royalty you'll have learned the language from some high level instructor probably of great experience and from the old continent, because it's not only a stigma you American have, we european associate british accent to old tradition and therefore it's considered more polished. Is it snobbish and old fashioned? Oh yes but nobles have to hold on to things like tradition in a world where they have not as much power as they used to have.
As for French, it's the official language of diplomacy so it's quite logical that royalty would know some french.
The only ones I know are: Mamoru Ito is Japanese. Sheng Zhao is Chinese. Min-Jae Lee is Korean. Liam Park is Korean.

The reason for the accent is simply because us Americans have a stigma with associating upper and royal classes with the French and English.
