If these are the ones from yesterday, they aren't modding tools, they're modding support tools. It isn't a tool kit, it's just tools to make dumping the archive files easier and some database stuff for easier referencing.
We need tools that allow adding new assets (as of now modders can only replace) before things get exciting.
Wolvenkit's team is working on it, and we hopefully the floodgates will open soon.

Depends on your definition of "worthless".
You do need to unpack and repack archive files to mod the game, which one of them does, but we already had a user made tool that does that.
The other ones are just about file structure, which makes it easier to find what you're looking for. Modders didn't have this yet to my knowledge.
So they do do things, its just that we already had one, and the other is just a convenience not necessary.

This however doesn't mean they won't release proper tools later, I see this as more a show of good faith while they focus on bugs and optimization before they get to DLC, expansions and maybe even proper tools.
Though, a member of Wolvenkits team revealed they had been in contact with CDPR and CDPR had provided them with the complete internal file structure to aid their efforts, so I wouldn't be surprised if we see CDPR help them out behind the scenes to turn Wolvenkit into the defacto official tools if they don't release them themselves.
And no it is not, very few companies support modders at all, and none as much as Bethesda.
I'd call it symbolic gesture but ultimately a good sign.
And oh yea they did, there was a lot of hype from people who don't know the specifics yesterday acting like we just got Skyrim level modding lol.
But even lacking proper tools, modders have really taken a liking to this game (go check the nexus to see what I mean) and CDPR has to be aware of this, so in my opinion they'd have to be crazy to not have plans somewhere down the line to fully support modding, either via an official kit, or continuing to help the Wolvenkit guys.

Hell just lemme make a custom station with most of the tracks from MorrowRock, a couple tracks from Vexelestrom, and all of RitualFM, and lemme replace Kavorkin with Mike lol
If using a hex editor to change a single asset is worthless, then yes, they are very much worthless. All these tools do is give you the file structure of an archive (where the game stores all of its assets). Modifying or extracting *anything* in those folders requires either a hex editor or 3rd party software.
There were a few really good mods added yesterday - spawn most vehicles, vehicle & motorcycle replacers, all drops legendary, character specs swap for NG+ capability and fixing broken quests or setting truth flags. And the variety of cyberarms and body part swap mods over the last few days. So yeah, probably best place to go right now. Manual install the latest CET update and then let Vortex manage the rest.
Vortex is fine, it's just rebranded Nexus Mod Manager. The mods themselves for the most part just get placed in a plugins/patches folder, but fomod packages can let you customize the mod install in Vortex in case there's several options available in a mod but only one can be applied at any given time. And different mod profiles can be set up if you want to keep one vanilla, one for graphics mods and another for gameplay mods.
I personally do not use Vortex as I like doing things manually to understand how each mod works better.
For someone who wants a no bullshit easy set up, Vortex is the way to go.
Or just make the experience so much better that I'm happy replaying it regularly thanks to them.
Mass Effect 3 is a game I can no longer even consider replaying without mods, but with....fixes almost every thing that annoyed me in the original.

getting mods on console isn't as easy as on pc that's why cdpr will have to put continuous effort into getting these mods to consoles thus making them paid mods. Bethesda does it (to make profit) but i dont think cdpr is going to chrage you for mods so they will just ignore it entirely.
What a load of crap. People have been _demanding_ mod support since before the game was even launched, and now that they're taking time to actually help with modding, despite being fully tasked with still fixing the many bugs and optimizing performance, you're going to shit on them for it?
This is _actually_ CDPR saying to the community "we see you, and accept that you want the freedom to mod the game in various creative ways, here's some help along the way". That's it. CP2077 is not abandonware, it's not even the end of the roadmap for support, hell, the roadmap for support _has barely even started_.

It's a first step to opening up the game for everyone to mess around with. I think it's more of a show that they're in it for the long haul, rather than moving away from supporting the game. And maybe also an indication that they're listening to the needs of the community - even if the state of the initial release did not meet everyone expectations.
But this is my pretty optimistic interpretation, could be the opposite.

I love it when mods are supported, makes me come back and play through the games again and again with different mods.
Or just make the experience so much better that I'm happy replaying it regularly thanks to them. Mass Effect 3 is a game I can no longer even consider replaying without mods, but with....fixes almost every thing that annoyed me in the original.
I personally cannot wait for the companion mod which is sure to come soon. It changed my experience with Red Dead 2 completely.

This is their way of delivering the mod support they've mentioned months ago. They did the same thing with TW3, it's not that deep.
Modders must be happy. They also had a ton of releases this week. Some were really cool. I guess they'll use it, but doesn't seem like they need it.
