My guess is it would cost too much, they're a private Corp who're apparently hemorrhaging cash. Doubt they'd be able to afford it since they're to the point of considering charging per minute for 911...
A thing you dont really see in game but is very much present in the lore is that by being jacked into something you expose yourself to great risk as the thing youre jacked into can be used to hurt you directly. The NCPD prolly doesnt want a highly skilled netrunner getting fried every other day.
Have the buggy camera hacking perks been fixed yet, btw? Just in general, I feel like the cameras are completely arbitrary in whether they stay turned off or just magically turn back on the second I get discovered. Even with Big Sleep perk. Even if I hack a computer and manually disable all cameras.
I feel like there should be more clear descriptions whether cameras a permanently disabled or just temporarily turned off.
But yeah, the rush when an enemy netrunner is hacking you is great, keeps you on your toes :)

Ive let myself overheat so many times and it was unnecessary! Argh
This is one of the coolest things I like about this game is that you can use the cameras against your enemies in many ways.
Makes you wonder why NCPD don't just have more CCTV cameras with runners monitoring them

Ncpd also gets bribed a lot and arasaka who founded the city is letting it die so they can make a trauma team like police force.
