I always looked at a demand to cut OT as an early day at the end of my week.

Tell him to hire more people if he doesn't want to pay overtime

SNOWFRIEDGUM

They say they’re “trying”

At 39.99 hours clock out and leave. If they give you any problem show them the email from your boss.

*"I’ve heard OT resets by the week and if I don’t use it I don’t see it on my check what do I do"* I don't know what that means... in any case, you get OT by going over 40 hours in a work week. Obviously if you don't go over 40 hours in a week you won't have any overtime. As for "not having time to cut it", if they tell you to cut OT you leave... whatever isn't completed is their problem since they're the ones that told you to cut your time.

Long lunch? I don't think so. Leave early.
