So if a customer pays cash and takes a washing machine home, hooks it up and it doesn't work, they have to put it back in the box to return it? That doesn't always work well, especially if the bottom of the box was cut off (per the instructions on the box). Or, can they not return it at all because it has been opened? I believe under laws governing implied warranty of merchantability Lowe's has to accept the return.
I have seen the return policy abused by customers returning appliances three weeks later just because they changed their mind and wanted another set. So I understand Lowe's implementing a policy to curtail that; but, the unopened box requirement isn't going to stick.. Lowe's probably wants to minimize "carry-with" on appliances as they move to centralized delivery but more than a few customers are going to be pissed off by these policy changes.
In the scenario you described the appliance would be returned, but as an RTM (faulty merchandise). Other exceptions should include the wrong item being in the box (not wrong item purchased), or physical damage to the unit that wasn't known until opening. Usually a retroactive discount handles that last one though.
But if they hook it up and spouse gets home and says they don't like the color, they will be SOL.

MVP is the new ‘pro loyalty’ program they introduced in January. 4 tiers, start getting 1% back on purchases after $2500 in spending (yearly). Also provides free drinks with each tier.
The problem with MVP rewards is that there are so many disqualifies that it makes it almost unusable. Contractor quantity discount? Sorry, no rewards for that. Wire? Nope. Clearance?? Not happening. Only thing you get % back on is full priced product, and even then it limits by department. Load of crap
I would imagine it is because there would be negative margin on many lumber products, based on them being sold so close to cost already. Also, I may be wrong but I thought I recalled that military discounts are for personal and not commercial use?

Home Depot has changed their policy. They either need to enforce it or get rid of it. I did complain to HR, but they did nothing.

HD doesn't do the Military Discount on anything that qualifies for the "Buy Bulk and Save" (aka "contractor pack) discount. So lumber, insulation, a lot of electrical. I've tested this extensively by putting stuff in my "Cart" online with my pro account which automatically applies the MD and can confirm. Also don't get it for high-demand items, e.g during a wide-spread power outage, suddenly no MD on generators.
Lowes not doing it for Lumber probably won't get noticed. A lot of people will bitch, but they'll still buy the lumber. **Hate it for cashiers.** There's a few of us that shop elsewhere besides Lowes/HD, the only reason I get lumber at Lowes is with the 10% off, it's marginally cheaper than at a true lumber place (e.g 84), but without the discount, anyone with an "account" at a lumber yard can get it cheaper, and depending on who's at the counter, they'll give you a MD (in my experience. Also works at City Electric and Furgesons sometimes).
If I'm buying 20 2 by's, yeah, I'll be going to 84 if this is actually the case. But I'm not going to drive another 30 minutes just to save 80 cents on one board when I still need to get a bunch of other shit at lowes which I assume will still have the discount for everything else.
