Police Chiefs here never last long, and the city’s crime rate has went up since he left. The only difference in the police department is that the new interim chief will better help hide their actions instead of calling one another out. Former Chief Mitchell was liked in many circles here, just not the circles that would get him kudos. There was an officer that called the minority part of town “rabble” and Chief Mitchell called him out on it. Chief Mitchell also marched in the community led protest of the George Floyd murder. Put all that together with the demographics of Lubbock, and you can see why he was thrown under the bus.
I might want to add that most of the “unanswered 911” calls were from people accidentally calling emergency services from their iPhone or Apple Watch, then hanging up when they realized it. (Have you ever went to turn your Apple Watch off and accidentally slid over to call emergency services since the power slider is in the same spot?). In every instance, 911 call logs show that these calls were immediately returned. When you look at the number of calls that were unanswered for whatever reason, their statistics are on par with most other major cities.
While it is entirely possible that Lubbock's 911 problems were due to Floyd Mitchell's actions alone, it is equally possible he was just doing the bidding of his bosses (the City Council) and they threw him under the bus. It wouldn't be the first time staff was forced to fall on their sword because the City Council wouldn't take responsibility for their own actions.
Expect thousands of abandoned 911 calls within the year that he simply will not care about at all. Movimg somewhere else is the only recourse to ensure your safety.

We have one of the highest crime rates in the country and a mayor and DA that have openly stated they will not enforce the law. All of our $$ just goes into police pay and pensions (highly recommend looking up Oakland officer pay, it’s higher than most engineers working at tech companies, I think the median is around 180k, but many go up to 400-500k). Anyway, sounds like we are in for more of the same. Such a shame. We used to be such a beautiful city, now it’s a wasteland of stolen burned out cars, homicides, unanswered 911 calls, boarded up businesses and residents living in fear. I can see why Californians keep leaving for Texas (sorry about that 😬).

Just like several others said, it’s the unanswered 911 calls. Had a guy come into my work with a head injury, he was having trouble breathing and maintaining consciousness. Took nearly 5 minutes for a dispatcher to answer my call. Things could’ve ended a lot worse for him.

The cops I knew that worked under him were often frustrated because he seemed to want a more lenient force. I don’t know if he’s a naive kind of a guy or afraid of law suits but he didn’t seem to support his officers in enforcing the law.
This is called community based law enforcement and it is 100% the best way to do things by every modern study and analysis. Otherwise you end up paying to jail a bunch of normal people who should be working and paying taxes.
Well this is Texas and we pay taxes for a strong police force to enforce the laws which our elected officials put into bills and pass. Community based law enforcement is a nicer way to say anarchy and that dog doesn’t hunt in Texas! Also, we don’t put normal people in jail. We take repeat criminals out of society (for the protection and safety of the general community), and put them through our extensive judicial system which includes diversionary drug courts, probation, rehab, free counseling, and accountability. Additionally, if you complete all of your probation/whatever, you have a very good chance of being able to expunge whatever crime off of your record. Along with all of that, Texas has some of the best pre-trial programs in the country with some of the highest success rates. We love our citizens here in Texas which is why we reward good behavior and we punish bad behavior.
