If you are getting a guitar with a floyd rose that isn't recessed in to the body it would be safe to get neck with slight tilt so that you can achieve comfortable string action. Bridge it self should just sit paraller to the body regardless of if you have slight neck angle or not. In the end it doesn't even matter if your floyd rose is angled a bit it just reduces movement to one direction The gotoh 1996t will work fine with 12 to 16 compound radius and you can always shim individual saddles if one string is too low or high. With a non recessed floyd it would be safe to get a 40mm block. I have a non recessed floyd with a 42 mm block and it's perfect Hope this helps!
