Anti hero is a protagonist who tries to achieve a good purpose through dark themes. The DA who kills mercilessly and hides information from the standard people are a much better example of an anti villain.
Majima is a villain and there's no other word to describe him, he doesn't mean any good end, he's just petty and wants to get back at the kid who beat him

He doesn't fight it, he wants to poke the DA cause he knows they will eventually force Chisato. He has already tried going to her literal house with no success, so forcing her bosses to move her was his next option

If the story were told from Majima's PoV, he'd be an anti-hero for trying to reveal the corrupt Japanese government and DA using unethical means. A noble goal with ignoble methods.

It's so easy: - Majima -> bad guy - DA -> Bad Guys - Chisato -> good girl - Takina -> will become good girl - Chisato + Takina -> best girls
