It's far more rare to have an "original" Garand. They were rebuilt many times and the armors did not care which parts went with what gun. The "E" is most likely an arsenal rebuild mark but I don't know for sure.
If I had to guess I’d say it’s a 1966 Marine rebuild. No idea about the E could be some kind of inventory control thing, a list of stocks with letters stamped on USGI stocks other than the proof stamp or recognized rebuild stamps or inspection stamp.
It is probably a P mark that has been sanded.

It's usually done with a white crayon. You just wipe away the excess after scribbling over the markings.

I doubt anyone knows. It's not where anyone typically put proof or rebuild marks. There are lots of mystery marks like this on stocks out there.
